In order to reduce traffic congestion in Ulaanbaatar city and to increase the labor productivity of its employees, the Procurement Department of the capital city has made changes to its working hour regulation. This department has a total of 40 employees. The Procurement Department’s youth and parents’ councils proposed flexible working hours regulations from the beginning of the 2022-2023 academic year. Accordingly, the department has moved to flexible working hours since September 15.

-Currently, 15 percent of the employees of our department have changed their working hours. Employees proposed to come to work between 08:30 and 09:00 in the morning, and leave at 17:30 and 18:00 to deviate from the city's peak traffic hours. When issuing the order, the Labor Law and the model instructions for implementing the Child Protection Policy approved by the Minister of Labor and Social Protection were used as a legal basis. Since the decision of this order, positive results and benefits have been observed.
-How do making changes to the working hours affect work productivity?
- The employee can choose the time to start and leave work and devote time to his/her family and children, which has a good effect on employee satisfaction and work productivity.

- I am happy that flexible working hours are implemented in our organization. The Labor Law reflects ensuring the work-life balance of the employer and the directives of the Minister of Labor and Social Protection reflect an opportunity to take children to school. Our organization made arrangements based on this. When working hours were not regulated flexibly, it was difficult for me to be in time for work, or take my child to school. But since the working hour regulation, I am now able to take my children to their school, and traffic congestion is relatively less. Local administrative organizations of the capital city and government employees face traffic jams when they arrive to work at 08:00. I am grateful to the management for providing opportunities to employees.
In accordance with the 43.3 of Article 43 of the Law of Labor of Mongolia, which states “Employers shall support employees' work-life balance by regulating work and rest hours, using flexible employment conditions, and be child-friendly by incorporating them into collective agreements and internal labor standards”, the changes have been made to the arrival and departure times of employees. The management and, employees of the organization said that the results were positive.
