A key principle of public service is prompt service delivery without bureaucracy. However, according to several surveys, this principle has been violated in the past, and corruption occurs at all levels.
Causes of corruption include:
- The bureaucracy of public administrative structures.
- Lack of transparency and openness of government organizations
- Vague laws and regulations
- Low wages, high cost of living, poverty, and deterioration of public services
- Public officials’ personal views on decision-making etc.
Permissions and approvals issued by the capital city are being digitalized in stages.
Ulaanbaatar must lead to achieving technological innovation
Permits or licenses are no longer required to conduct 74 types of business activities within the capital city and digitalization of public services and registration are introduced. As a result, the Capital City Governor's Office has been evaluated at 72 percent in the Integrity Perception Survey.
Governor of the Capital City and Mayor of Ulaanbaatar D.Sumiyabazar:
“E-service system which was initiated by our developers expanded into e-Mongolia system. Currently, information and technology specialists are implementing the “One Brain Integrated System”. Ulaanbaatar must lead to achieving technological innovation. Policy research institute will soon be established as policy and development decisions should be made based on research. This will have advantages including eliminating corruption and bureaucracy, improving the quality and efficiency of public services, saving time, and reducing direct and indirect losses”
Eliminating corruption and bureaucracy requires transparency, openness, and digitalization, as well as an improved legal environment. In connection with this, the Law on Digital Development will come into force on May 1, 2022. The law is expected be a great impetus to digitalize all public services.
The Mayor added, “On April 4, a discussion “Let's uphold justice” was held in cooperation with Ministry of Justice and Internal Affairs. Corruption is addictive. It is a word that can be expressed in a few letters, while the consequences can be very harmful, taking away all opportunities from the country, and future generations. Anti-corruption enlightenment is necessary to overcome this addiction. District administration should pay special attention to this. Without enlightening people, corruption won’t be reduced by only taking measures and making decisions. About 500 people from local administrative organizations of the capital city and district governors attended the discussion. Corruption can be reduced immediately if 500 government officials act in good faith. Thus, people's trust in the public service will be restored, and the activities of the capital city's administrative organizations will improve. National unity begins here”.
