In accordance with the clauses 9.3 and 9.4 of Article 9 of the Law on Urban Planning, an open selection of the professional organization and/or legal entity that shall exercise of the rights and duties of the Chief Architect of Ulaanbaatar for a period of 4 years is announced.
Scope of work
The professional organization and/or legal entity exercising the rights and duties of the Chief Architect of the capital city shall manage and implement the following tasks and responsibilities within the scope of work specified in the Article 10 of the Law on Urban Planning.
- Development and drawing of urban planning documentation, entering into contracts, project development and supervision functions at the implementation stages;
- In line with the master development plan, submit proposals on urban planning and land relations policies, administer the implementation and supervision thereof;
- Conduct and prepare feasibility studies, develop projects and programs to be implemented in capital city urban planning, develop conclusions and opinions, and coordinate the above activities with the master development plan;
- Approval and implementation of master plans and partial master plans for the development of rural cities and towns;
- Administer the development of master plans for housing development on the territory of jurisdiction, and development of plans for the residential areas thereof;
- Development and approval of model drawings of assignments related to the architectural planning of buildings, assignments for planning of construction of roads and road facilities, assignments related to landscaping of public areas;
- Administer and approve the location identification for cities and towns redevelopment projects;
- Administer and approve the assignments related to the cities and towns redevelopment projects, and redevelopment construction projects;
- Administer the selection of development projects on the sites by demolishing the buildings that do not meet exploitation requirements, granting rights to implement the projects and conduct supervision over implementation;
- Administer and oversee the completion of documentation required for getting permission to begin and continue construction works in the capital, except for the cases provided for in the clause 32.1.5 of Article 32 of the Construction Law, as well as administer the issuance and extension of construction permits, and amendments thereof;
- Conduct certification of buildings, and inspection and testing of seismic resistance;
- Maintain the urban planning cadaster in the capital, create urban planning archive;
- Submit proposals related to the erection of monuments and memorial plaques in the capital;
- Administer the naming, changing the naming of streets and squares in Ulaanbaatar city;
- Assigning addresses and numbers to buildings and registering them in the database;
- Registration of the zero axis (red line) of buildings and topographic maps of construction developments in the urban planning database;
- Implementation of state policies and programs related to engineering networks, development and approval of work orders for infrastructure construction, route planning and registration in the database.
Professional organizations and legal entities are subject to the laws on Urban planning, Construction, Land and other relevant laws, "Regulation on the Chief Architect of Provinces, Capital and Cities", approved by Order No. 155 date of 2010 of the Minister of Road, Transport, Construction and Urban Planning, "Regulation on drawing the design of building structures and verification” approved by the Decree No. 108 dated of 2019 of the Government of Mongolia, and shall implement the functions of monitoring the implementation of the policies and laws in the field of urban planning and urban development, shall develop and implement master plans and development programs aimed at ensuring decentralization of the capital city, and shall manage and organize the activities of the Urban planning and construction contractor department, the performance results thereof shall be reported to the Governor of the capital city and Mayor of Ulaanbaatar.
The candidates for selection shall meet the following requirements:
Main requirements
- The professional organization and legal entity exercising the rights and duties of the chief architect must have a team consisting of architects, engineers and urban planners holding the qualifying degree of an architect specified in Article 44.3 of the Construction Law and/or have an equivalent internationally recognized qualifying degree.
- The professional organization and legal entity must be exclusively engaged in urban planning and urban development.
- Shall have at least 10 years of experience in the field of urban planning, urban development and architecture, an advanced degree or title shall be an advantage.
- At least 30 percent of the staff of a professional organization or legal entity must be foreign specialists.
- Experience in implementing international projects and projects in the field of urban planning, urban development and engineering infrastructure.
- Advanced speaking and writing skills in at least two foreign languages.
Other requirements

- The entity must be a professional organization or legal entity that operates internationally or has established its presence in Mongolia.
- The entity must possess financial capacity, managerial expertise, a skilled workforce, technical proficiency, and the capability to assume professional accountability.
- The legal entity must not be undergoing liquidation or bankruptcy proceedings, nor should its assets be seized, or its operations terminated in accordance with the laws. Conditions similar to these must not have arisen according to the laws of the country where it is established.
- The legal entity must not have been subject to a court decision for the payment of debts, overdue taxes, or outstanding social security contributions, in compliance with the laws of Mongolia or the country where it is established.
- In the preceding 3 years, the entity should not have been liable for professional misconduct nor received a valid court ruling for violating laws or contractual obligations.
- A shareholder of the legal entity or an authorized representative of the company must not be facing criminal charges, share common interests with executive-level officials of the Capital city Municipality, be considered a related party, or have a conflict of interest, unless permitted by law.
- The entity must demonstrate robust management, teamwork, responsibility, and communication skills, along with the capacity to devise and execute strategic and operational plans effectively.

- Expression of interest, along with introductions of professional organizations and legal entities, and information regarding team members.
- Documentation detailing human resources, work experience, current activities, a list of past projects, and organizational structure.
- Presentation of a 4-year implementation plan and pricing proposal.
- Confirmation of debt-free status from the General Executive Agency of Court Decision.
- Documents verifying payment of taxes and social security contributions.
- Declaration confirming that neither the shareholder of the legal entity nor the authorized official of the company shares common interests with executive-level officials of the Capital city Municipality, are related persons, or have conflicts of interest.
- A guarantee and statement attesting that the legal entity has not undergone liquidation or bankruptcy, incurred professional liability, or received a valid court decision for violating laws or contractual obligations.
