Governor of the Capital city and Mayor of Ulaanbaatar D.Sumiyabazar gave information about his resignation. He said:
-Since I took office as the Governor of the Capital city, I have aimed to create a Tribasic program: Law, Economy, and Healthy Governance. I assumed the Mayor’s office on October 23, 2020, and vowed to address the problems that have arisen in Ulaanbaatar over the past 30 years. In this context, in cooperation with the Parliament and the Government, not only the members elected from Ulaanbaatar but also the members elected from the local area joined together to establish a Parliamentary Ad Hoc Committee in charge of Ulaanbaatar development policy for the first time, focusing on reforms within the legal framework. Despite the difficult times of the coronavirus pandemic, the capital city of Ulaanbaatar managed to have the Parliament to amend the Law on the Legal Status of Ulaanbaatar City after 27 years. Consequently, the capital city now possesses the authority to issue bonds, marking a significant milestone. Moreover, for the first time, the Policy Research and Analysis Center of the Capital city was established. This center is dedicated to addressing the city's challenges through extensive study and research in both the short and long run. It collaborates closely with experts and scholars from both domestic and international research institutions and universities.
Since taking the office, I have faced many difficult times, such as the coronavirus, protests, and the flood situation. We have overcome these issues by understanding and cooperating with the Parliament, Government, enterprises, civil society organizations and citizens. A city is not run by one party, group of people, or one person. Addressing urban issues through parliamentary action, legal frameworks, and the ratification of the Ulaanbaatar city laws will lay the foundation for establishing a healthy and secure living environment for the city's residents. Establishing the city we envision is unattainable without robust legal and economic capabilities. I trust that the forthcoming Mayor will navigate these challenges adeptly. I hope that our understanding at the level of the Parliament and the Government will continue. According to Government Resolution No. 146 of May 19, 2021, the historic decision not to reduce the investment of the capital Ulaanbaatar from 420 billion MNT should be continued and the problems of the city's citizens should be solved. In the future, the legal capacity of Ulaanbaatar city should be improved and a set of Ulaanbaatar city laws should be developed.
In the past, the legal capacity of the city has been increased, unauthorized garages and fences have been demolished, green areas have been built, sidewalks have been expanded and brought up to standard.
We regret any distress caused to our citizens regarding the bus procurement. I advocated for the buses to be showcased at Sukhbaatar Square, allowing citizens to inspect them. If they fail to meet the stipulated criteria, they will be returned. It is imperative that law enforcement agencies conduct a thorough investigation and make decisions within the confines of applicable laws and regulations.
Preparations for winter should be finished quickly. Road repair works need to be completed. In addition, there is a need to urgently build dams to support the development of the city and speed up construction, demolish unauthorized buildings and structures along the Selbe River, and provide healthy and safe living conditions for citizens. The work of the city should continue non-stop. Hence, I engaged in a conversation with the Prime Minister of Mongolia and Chairman of the Mongolian People’s Party, L. Oyun-Erdene, expressing my intention to step down and nominate the next mayor. This is to ensure that the city's tasks are pursued with heightened focus and vigor.
I want to extend my heartfelt thanks to all those who supported me, challenged me, and provided constructive feedback. Building a city is a collective endeavor, not the achievement of a single individual. I deeply appreciate the dedication of the public servants and the citizens of this city who collaborated with me. I urge against politicizing my resignation; it is a voluntary step I'm taking, acknowledging ethical accountability. There has been no political coercion or influence behind my decision. The essential work of governance, both at the city and national level, must persevere. Hence, in accordance with ethical principles, I am formally submitting my resignation request.
