38.7 percent of students attend non-district schools

At the beginning of the Capital City Governor’s Council meeting, Deputy Governor of Ulaanbaatar in charge of Human Development and Social Policy Issues Z.Tumurtumuu presented the results of the risk assessment of the general education school and kindergarten learning environment, further measures to be taken and the issues on enrollment district.

As of 2021, there are 353,308 children aged 6-17 in Ulaanbaatar. In the 2021-2022 academic year, 340,069 children are studying in 281 schools, of which 152 are public schools and 129 are private schools. 131,739 of the students or 38.7 percent study in non-district schools. There are an average of 36 students per class in public schools and 20 students per class in private schools. Out of a total of 10,256 classes, there are 2,376 classes with 40-50 children, 627 classes with 50-60 students, and 33 classes with more than 60 students. In addition, 77,581 school-age children live in 50 khoroos in Ulaanbaatar that has no schools.

This year, 51 schools, 92 kindergartens, 27 primary schools, kindergarten complexes, four sport halls and two dormitories, totaling 176 investment projects of educational institutions will be implemented.

Council members suggested establishing branches of the quality schools in the city center in the outskirts of the city, rotating teachers and administrators, focusing on increasing the resource of teachers and staff in the ger areas, and increasing access to education. Furthermore, the necessity to focus on increasing access to schools and kindergartens were also raised.

The Capital City Research Institute has been instructed to conduct a study on affiliation school and kindergarten enrollment, and reducing the impacts of traffic congestion. Moreover, relevant officials were instructed to:

  • Reduce the risk assessment of the external environment of secondary schools and kindergartens, organize and monitor environmental improvement activities;
  • Take measures and monitor to ensure the safety of schools and kindergartens and prevent potential risks;
  • Intensify construction projects of new and expanding schools and kindergartens implemented with the state, capital city and district budgets and foreign investment;
  • Plan schools and kindergartens in newly established districts and towns, and include them in general and partial plans;
  • Renew the scope of the enrollment district of the public schools in the capital city for the 2022-2023 academic year in accordance with the population and school capacity.
