Mongolia has received a Credit from International Bank for Reconstruction and Development for Ulaanbaatar Sustainable Urban Transport Project (USUTP). The Project aims to develop a comprehensive framework for sustainable urban mobility in Ulaanbaatar and to reduce congestion, improve road safety, and address climate resilience on selected transport corridors. The project components are:
- integrated corridors;
- sustainable public transport;
- building an effective institutional framework for transport infrastructure planning, management, and technical assistance.
- PROCUREMENT SPECIALIST
The Municipality of Ulaanbaatar (MUB) is seeking a professional for the position of Procurement Specialist for the USUT Project. The selected candidate will directly report to the Project Coordinator.
Contract: Full-time for one year with possible extension based on performance starting from March 01, 2023.
Duties and responsibilities: The Procurement Specialist will have the following duties (but are not limited to):
- Ensure that goods, works, and services are procured in accordance with the Bank regulations, Mongolian laws, and regulations in relation to procurement and other relevant national laws;
- Prepare and regularly update procurement plans for the project in consultation with the project coordinator, MUB, project implementing entity (PIE), and other relevant stakeholders;
- Organize project procurement in accordance with the approved plan and provide assistance to the evaluation committee in the tendering process;
- Keep records of procurement activities including all procurement procedures, dates, and filing of procurement and contract documentation in consistence with the guidelines and regulations;
- Timely enter all procurement actions/documents taken in the World Bank's STEP (Systematic tracking of exchanges in procurement), obtain the relevant approval from the World Bank through the system and ensure the principle of bidding transparency and issue contract awards;
- Assist the Project Management Office (PMO) and evaluation committee/working group in drafting Terms of Reference (TORs), defining technical specifications, and negotiating contracts, submitting such documents to the World Bank and Ministry of Finance (MOF) for review and acceptance;
- Prepare General Procurement Notices and other necessary notifications, respond to reviews of and/or requests on the issues of procurement;
- Prepare procurement progress report and submit to the Bank and to MUB, provide project management with regular updates on procurement activities;
- Provide trainings and advices to the PMO staff and project beneficiaries on procurement regulations;
- Monitor the procurement plan performance against the project plan and identify issues in shortfalls in contract award and disbursements, and undertake the remedial actions;
- Conduct management of contracts for civil works, goods, and consulting services, including, but not limited to, supervision and inspection of activities under contracts; payments to contractors, suppliers, and consultants; and contract variations.
- Document activities related to the procurement, consultant recruitment, and contract management and file these in a systematic and timely manner, in the agreed formats under the project accounting management system and the systematic filing and asset management system;
- Undertake any other tasks related to the project for procurement, consultant recruitment, and contract management required by the project coordinator, MUB, or the World Bank.
Essential requirements:
- Graduate or higher degree in fields of Law, Public finance, Economics, Management and/or other similar disciplines;
- At least 5 years of professional experience in procurement and/or contract management, consultant recruitment for the project funded by the World Bank or other international development organizations;
- At least 1 reference letter from previous clients as proof of professional experience and work ethics;
- TRANSLATOR
The Municipality of Ulaanbaatar (MUB) is seeking a professional for the position of Translator for the USUT Project. The selected candidate will directly report to the Project Coordinator.
Contract: Full-time for one year with possible extension based on performance starting from March 01, 2023.
Duties and responsibilities: The Translator will have the following duties (but are not limited to):
- Perform accurate English-Mongolian and Mongolian-English translations of all necessary documents, related to the implementation of the Project, including technical documents, in an efficient and timely manner;
- Liaise with colleagues to ensure that translations are true to the original meaning.
- Assist in preparing project documents in English and Mongolian (project reports, plans, formal letters, meeting minutes, etc.);
- Liaise with project counterparts on the day-to-day implementation of project activities;
- Undertake such other tasks as may be reasonably requested and/ or assigned by the Project Coordinator and Deputy Coordinator.
Essential requirements:
- Undergraduate or higher degree in fields of Translation, International relations, Linguistics and/or other similar disciplines;
- Excellent command of both oral and written English and Mongolian languages, with at least 3 years of translation work. Experience in translating documents related to road and transport projects, and books would be an advantage;
- Prior experience with World Bank, other international development organizations, and embassies would be an advantage;
- Ability to work independently and to maintain flexibility in working hours;
- Good interpersonal, communication, and participatory skills with the ability to function effectively and collaboratively in a team environment;
- Demonstrated effective organizational skills and ability to handle multiple assignments in an efficient and timely manner;
- Able to maintain confidentiality;
- Broad general knowledge;
- Demonstrated ability to coordinate tasks to meet deadlines;
- Excellent computer literacy, particularly with Microsoft Office programs.
